NORFOLK - Police say residents of a Norfolk home restrained a suspect until police could arrive to investigate an assault charge.

Twenty-three-year-old Riley Hare was arrested late Tuesday evening. Police were sent to a report of a physical disturbance in the 700-block of Spruce Avenue.

Witnesses told police that Hare got into an argument with a woman that became physical. They say Hare struck the woman and pulled her hair. He was being restrained by witnesses when police arrived.
