Hastings foster parents charged with child abuse

HASTINGS, Neb. — A pair of foster parents in Hastings are facing charges of child abuse after a police investigation.
Joseph and Lisa Bell are each charged with three counts of intentional child abuse in Adams County Court. They each are out of jail after posting bond at 10% of $10,000.
Most of the details of the case are sealed by the court. The available court documents say the charges relate to actions between August 4 and Feb. 4 and involve three minor children between the ages of eight and 11.
Our news partners KSNB Local 4 report that officers arrested the pair on Feb. 4 one day after police were notified by the Nebraska Department of Health and Human Services about a potential case of child abuse and neglect at the home. The allegations involve poor living conditions and physical abuse. Police told Local 4 that the couple served as foster parents and had seven children ranging in age from eight to 17 living in the home.
If convicted, each charge carries a maximum penalty of three years in prison.
