SCOTTSBLUFF, NE — There are four people left vying to become the leader of Scottsbluff Public Schools. 

The district has announced the four finalists for superintendent. They are Todd Hilyard, Dr. Andrew Dick, Wendy Kemling-Horner and Dr. Boyd Brown. All will be interviewed next week. 

Hilyard currently serves as the superintendent at Holdrege Public Schools. He has been in that role since 2011. Prior to that , he was the principal at Cozad Middle School for 10 years. He has a master's degree in Educational Administration from University of Nebraska-Kearney. 

Dick has been the administrator for Educational Service Unit (ESU) #13 since 2019. He has previously worked for Scottsbluff Public Schools, spending 13 years with the district. He held a variety of roles including assistant principal at Bluffs Middle School and Scottsbluff High School and principal at the middle school. Dick has a Doctorate of Educational Leadership from the University of Nebraska-Lincoln (UNL).  

Kemling-Horner is the executive director of student services for Scottsbluff Public Schools. It's a role she has served in since 2006. She has also worked for Bridgeport and Bayard Public Schools in her career. She has a master's degree in Special Education from Regis University and will complete a Doctorate of Education at UNL in May. 

Brown has spent the past three years as the superintendent of Laramie County Schools in Cheyenne, Wyo. He's also been the superintendent of Campbell County Schools in Gillette, Wyo. He has a Doctorate of Education from the University of Wyoming.
